## Summary

Lichfield District Council is currently in the planning stage for a potential future establishment of a Leisure Investment Framework, as outlined in their preliminary market engagement notice. The focus is on the works and services categories, specifically targeting leisure, health, and well-being facilities such as leisure centres, swimming pools, and outdoor recreation assets within the United Kingdom. Interested parties are encouraged to express their interest by 20th July 2026 as part of the market engagement activities. The framework aims to explore collaboration with delivery partners to enhance leisure services across the district and beyond, benefiting various public authorities. This initiative is aligned with the Procurement Act 2023, and any subsequent procurement process will follow the stipulated guidelines.

This tender creates significant opportunities for business growth, especially for organisations involved in the construction, design, operation, and management of leisure facilities. Companies specialising in engineering, architectural, financial consultancy, and business management services could find this framework particularly beneficial. The tender encourages innovation in leisure infrastructure and invites input from small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs). Businesses with expertise in sustainable and inclusive leisure provision, as well as those interested in partnership models such as joint ventures or concessions, will be well-suited to participate in this engagement and potentially influence the future scope and structure of leisure developments in the district.

## Notice

This PME seeks market feedback to: * Test market interest and capacity * Inform the scope, structure and duration of any future framework * Understand potential delivery, commercial and funding models * Consider appropriate risk allocation and partnership approaches * Identify barriers to participation, including for SMEs and VCSEs Indicative Scope The Council is interested in views on: * Design, build, operate and/or finance models * Joint venture, concession or partnership approaches * Whole life asset management and decarbonisation * Commercially sustainable and inclusive leisure provision This engagement does not constitute a procurement, invitation to tender, or commitment to proceed.
