## Summary

Devon County Council is leading the procurement process for the "CtC National Highways - Little Tuberfield & Mount Stephens" project, aimed at enhancing the River Culm's environment. This project falls within the construction and nature reserve services industry categories, with work focused in the region around Tiverton Parkway, UK. Currently in the tender stage, interested parties should note the tender period ends on 17th July 2026. Queries may be submitted until 10th July 2026. Conducted under an open procedure below the threshold, the process offers a total estimated value of £144,000 for services aligned with the programme's 25-year sustainability objectives, including improving water quality and increasing biodiversity.

This tender presents a significant opportunity for businesses specialising in environmental and construction services, particularly those interested in contributing to ecological resilience and community-focused projects. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are particularly encouraged to engage, with 60% of the evaluation based on quality and 40% on price, offering a platform to leverage their expertise in delivering high-quality environmental solutions. Competing in this tender could allow firms to build a robust portfolio in sustainable development and gain valuable government contract experience.

## Notice

The Connecting the Culm (CtC) project is about working with nature and local communities, to help make the River Culm and its catchment better for wildlife and people, and more resilient to flood and drought. Connecting the Culm has been running for 8 years already and has a 25-year Blueprint for Delivery. There are a number of complimentary projects within the CtC programme, including work with Network Rail and through DRIP and Grant in Aid. The two project implementation sites which form this tender submission are located at: 1. Mountstephen farm (near Tiverton Parkway) 2. Little Turberfield (near Tiverton Parkway) Each site consists of a series of nature based solutions, designed to tackle water quality failures from high risk outfalls off the M5 motorway. National Highways HEWRAT tool is being used to determine the scale and size of mitigation measures required. The purpose of the project is to: * Improve the water quality in the Spratford Stream by filtering out sediment and pollutants from a National Highway M5 outfall. * Increase biodiversity in the Spratford Stream's catchment.
