## Summary

The London Borough of Harrow is currently in the planning stage for the re-procurement of its Cycle Training contract. This contract falls under the services category, with a focus on training services, and is expected to span from 2027 to 2029, potentially extending until 2030. A market engagement event is scheduled for 24 July 2026, allowing interested suppliers to understand the procurement process better and provide insights that will shape the final tender specification. The engagement session may occur virtually via Microsoft Teams or in person at the Harrow Council Hub. Suppliers must register their interest by emailing Bhavisha.Patel1@harrow.gov.uk by 23 July 2026.

This tender presents a significant growth opportunity, particularly for small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs), as highlighted by its suitability criteria. The contract will focus on delivering National Standards Level 1, 2, and 3 cycle training for children and adults, including those needing basic skills or wanting to build confidence in navigating busy traffic. Businesses specialising in training services, especially those with expertise in promoting health and environmental benefits through cycling, will find this tender particularly relevant. It offers a financial value of up to £540,000, making it a lucrative option for qualified providers looking to expand their service offerings within the UK, specifically in the UKI74 region.

## Notice

The London Borough of Harrow is considering its approach to the re-procurement of the Cycle Training contract and is undertaking market engagement to explore potential routes to market. Cycling is an activity Harrow actively promote to our residents due to the associated health and environmental benefits and to take every possible opportunity to equip our cyclists with the knowledge and skills to safely integrate with motorists in a shared multi-user road space environment. The scope will involve: * National Standards Levels 1, 2 and 3 cycle training for children during term time and during the holiday periods at nominated schools. * Individual training and/or group instruction for adults - ranging from those with no ability to cycle to those wanting confidence building and/or practical advice on dealing with busy traffic situations on a home to work route.
