## Summary

The Council of the Borough of Kirklees has completed a procurement process for the provision of NHS Health Checks in the region of UKE44, under the Health Care Services (Provider Selection Regime) Regulations 2023. This contract, titled "Health Checks," falls within the Medical Practice and Related Services industry category. The procurement utilised a limited award procedure without prior publication of a call for competition, highlighting its unique requirements. Awarded on the basis of no realistic alternative provider, the procurement process was finalized on 2nd July 2026. The contract, effective from 1st July 2025 to 31st March 2028, with potential yearly extensions, aims to fund approximately 12,500 health checks annually at a revised tariff, achieving a maximum annual value of £300,000.

This tender presents significant opportunities for growth for GP-led services, particularly those with expertise in delivering comprehensive health checks and able to handle sensitive patient data. Given the niche nature of the procurement and the direct award process, it favours existing healthcare providers, especially those in the local vicinity, like small and medium-sized enterprises (SMEs) that can efficiently deliver such services. Engaging in this contract could strengthen partnerships within the community, expand service portfolios, and increase revenue streams by participating in the evolving landscape of healthcare provision.

## Notice

Eligible adults are entitled to receive an invitation for an NHS Health Check once every 5 years, so in seeking to equalise the distribution of the health checks annually, it will need to cover such a time span. The breaks are suggested to allow for consideration of potential national developments such as a digital NHS Health Check, or workplace health checks, which are both being piloted currently. The new arrangements will continue to be a GP-led delivery approach, and from a practical perspective this is the only feasible option, since they hold the sensitive eligible population data and no data sharing agreements exist locally which would allow any other provider to have access to this information. We also consider that GPs remain best placed to respond appropriately to the findings of the NHS Health Check and provide the best follow-on advice and/or treatment to the patient depending on the results.
