## Summary

Medway Council is seeking consultancy services for the Strood Flood Defence Strategy, an initiative aimed at developing a robust, long-term flood defence approach for the Strood area. The project falls under the civil and environmental engineering consultancy services category and is located in the UKJ41 region, United Kingdom. Currently in the tender stage, interested participants must submit their bids by 29th July 2026. The procurement process employs an open competition method, below threshold, allowing a range of suppliers to participate. The contract is set to commence on 20th August 2026 and will conclude by 30th July 2027.

This tender represents a significant opportunity for businesses specialising in civil and environmental engineering consultancy to engage with a strategic public infrastructure project. Firms with expertise in flood defence management and those capable of conducting thorough data-driven analyses will find this opportunity particularly fitting. Small and medium enterprises are encouraged to apply, with evaluation criteria focused on technical solutions, social value, and price competitiveness. By participating, businesses can enhance their portfolio with a public sector project that supports community safety and regional development.

## Notice

The approach is to produce a forward-looking flood defence strategy for Strood that defines the preferred investment pathway for effective and sustainable coastal flood risk management. This work will build on the overarching Hold the Line policy through to 2118, setting out a clear and evidence-based approach to safeguarding Strood's communities and supporting future regeneration by providing resilience against tidal flooding up to the 1 in 200-year return period event. This should be achieved by drawing on the extensive data and analysis generated, ensuring continuity, efficiency, and consistency in the evidence base that will underpin recommendations. This should draw upon the following to set the strategic direction for investment: *2016 Strood Flood Defence Strategy; *the wider 2019 Medway Estuary and Swale Strategy; and *the 2021 sub-model update and appraisal work. The 2024 North Kent Coast Model (and Strood sub-model), bathymetric and LiDAR datasets, property and development datasets (such as NRD), as well as asset information from the Environment Agency and LLFAs to ensure a comprehensive and data-driven foundation for the appraisal should be utilised.
