## Summary

The Department for Transport has completed the procurement process to appoint a secretariat for the Mass Transit Taskforce (MTTF), in line with its Better Connected strategy. This procurement, awarded on 3rd July 2026, involves a direct award due to the specific neutral requirements needed for the role. The selected supplier, the Urban Transport Group, based in Leeds, will serve from 16th July 2026 to 15th January 2027. This contract, valued at approximately £593,038.80, relates to the services category within the public authority sector under central government operations, primarily focused in London, United Kingdom.

This tender represents a significant opportunity for small and medium enterprises (SMEs) and voluntary, community and social enterprises (VCSEs) to engage with central government contracts that require neutrality and impartiality. Especially suited for organisations that can provide research services without commercial or political bias, this contract showcases how SMEs can secure significant government contracts by aligning with critical project values and requirements. Businesses with expertise in providing politically neutral, collaborative environments stand to benefit considerably from such opportunities, aiding their growth and visibility within the public sector.

## Notice

The Better Connected strategy published by the Department for Transport in April 2026 committed the Department to establishing a Mass Transit Taskforce. This procurement is to appoint a commercially and politically neutral organisation to act as secretariat for the taskforc.e

### Procurement Information

The effective operation of the MTTF depends upon it being perceived as a neutral, collaborative space that fosters open dialogue across both public and commercial participants. This necessitates a provider with no vested political interests, commercial bias in subject areas relevant to Mass Transit, or involvement in lobbying or advocacy activities that may compromise neutrality. Furthermore, the provider must not use the MTTF as a vehicle for commercial promotion, dispute resolution, or arbitration. UTG is a private company limited by guarantee without share capital, with no profit-distributing shareholders, it is voluntarily funded by its member organisations who are Local Transport Authorities (LTAs). Its strategy and policies are determined by a Board of 10 Directors, one from each of its Principal Members which maintains a balance of opinions. These attributes make UTG uniquely suited to uphold the MTTF's principles of neutrality and impartiality, unlike commercial or politically affiliated organisation
