## Summary

The Council of the Borough of Kirklees, in collaboration with other local authorities such as Bradford, Wakefield, Calderdale, and Leeds City Council, is in the planning stage for a public procurement process titled "Framework for Purchase, Installation and Maintenance of Road Traffic Safety Cameras." The focus is on goods procurement within the road traffic control and monitoring equipment industry, specifically targeting the West Yorkshire region. A preliminary market engagement notice has been issued to gauge supplier interest, and responses are required by 1 PM on 24th July 2026. The procurement process includes multiple lots for various traffic camera types, with an anticipated contract period starting from 1st November 2026 and extending up to 2030.

This procurement presents significant opportunities for businesses specialising in road traffic control and monitoring equipment. Companies capable of providing both goods and related services, such as installation and maintenance, could greatly benefit from participating. The framework allows for call-offs for single and multiple units, offering flexibility to suppliers. Additionally, small and medium-sized enterprises (SMEs) are encouraged to participate, as the contract framework supports their inclusion. The long-term maintenance aspect, including a 10-year horizon, ensures ongoing business opportunities for firms adept at sustaining infrastructure projects. This initiative not only supports local infrastructure but also promotes safety improvements across the West Yorkshire region.

## Notice

Kirklees Council is part of the West Yorkshire Safety Camera Partnership comprising West Yorkshire Police, West Yorkshire Magistrates Court Service, Highways England and 5 local authorities (Bradford, Calderdale, Leeds and Wakefield are the other 4). The framework will consist of 5 Lots: Lot 1 - Purchase and Maintenance of Speed Cameras Lot 2 - Purchase and Maintenance of Average Speed Cameras Lot 3 - Purchase and Maintenance of Red Light Cameras Lot 4 - Purchase and Maintenance of Combined Red Light and Speed Cameras Lot 5 - Remedial Maintenance Lots 1-4 will include a call-off mechanism for purchasing both individual cameras and multiple units. The successful supplier will also be responsible for maintaining each camera for up to 10 years. All cameras must include a 12-month warranty, with additional maintenance packages available for years 2-5 and 6-10. Lot 5 will include safety inspections, painting, damage repair and removal of all older cameras in the West Yorkshire area.
