## Summary

Low Carbon Contracts Company Ltd, a public authority within the UK’s central government, is conducting a Preliminary Market Engagement for the CfD Settlement Services Platform. The focus is on understanding the market, evaluating supplier capabilities, and preparing for future procurement strategies. This planning stage invites suppliers from the Systems and Technical Consultancy Services industry to participate and provide feedback on the engagement by the deadline of 14th August 2026. Located in London, the engagement involves questionnaire responses, and workshops, with registration required via the Delta e-Sourcing Portal. The project, covering services such as data validation, settlement calculations, and system integration, begins on 30th August 2026, following the market engagement phase.

This procurement process offers significant business growth opportunities for companies specialising in systems consultancy, quality assurance, and technical consultancy services. Suppliers will gain early insight into potential requirements for the expanding CfD portfolio, which demands secure and efficient settlement operations. Businesses capable of delivering innovative solutions in data management, settlement systems, and technical integration would be well-suited to compete. Engaging in this process allows for contributing to the shape of future requirements and securing a competitive edge in forthcoming tenders while exploring delivery models and enhancing market capabilities.

## Notice

This is a Preliminary Market Engagement Notice to inform and seek engagement with suppliers for a potential future CfD settlement service. The opportunity may include, but is not limited to, capabilities for data collection and validation, settlement calculations, reconciliation, billing, payment processing, reporting, auditability, system integration and associated service management. LCCC is exploring the market and supplier capability as part of its mid-term planning for future settlement service arrangements, in the context of increasing CfD portfolio scale, growing data and transaction volumes, and the need for secure, efficient and well-controlled settlement operations. Participation in this Preliminary Market Engagement Notice gives suppliers early visibility of the potential opportunity and the chance to provide insight on available solutions, delivery models and market capability. The feedback received will help LCCC understand the options, functionality, risks and innovations currently available in the market.
