## Summary

The Cardiff Council has initiated a tender process titled "Framework for Adaptation Works to Domestic Properties – General Building." The procurement is categorised under construction work, specifically for multi-dwelling buildings and related activities, with the location specified as the Cardiff area in the UK (region UKL22). This tender, which is currently in the tender stage, follows a selective procurement method with a competitive flexible procedure. The overall estimated annual contract value is £3 million plus VAT, part of a larger framework agreement with a maximum of four contractors to be appointed. The key deadline for expressions of interest is set for 4th August 2026, while the award is anticipated to be finalised by 14th September 2026.

This tender presents significant opportunities for growth, especially for construction companies that specialise in adaptation and modification of domestic properties. SMEs are particularly encouraged to apply, given the suitability criteria outlined. The project involves adaptations for Independent Living Services, making it suitable for companies experienced in home modifications and installations for disabled facilities. Contractors can benefit from a guaranteed revenue stream over a multi-year period, with the contract's duration extending from December 2026 to December 2030, with potential renewals. The tender's structure promises a collaborative opportunity, fostering community well-being through service improvements in Cardiff's housing infrastructure.

## Notice

Independent Living Services (ILS) (disabled facilities service / DFS) are a division of the Council responsible for the provision of adaptations in domestic properties. Assistance is made available to individuals regardless of tenure. Assistance may be made available where the applicant is able to prove to the Council that they meet the prevailing criteria, the funds may be used towards the purchase and installation of specialist equipment; the provision of adaptations and works that prevent slips, trips and falls in and around the home. The work will primarily involve the adaptation and modification of domestic properties as a result of the approval of mandatory Disabled Facilities Assistance or any Discretionary Assistance awarded to the individual. To support this, ILS operate an "Agency Service" that provides a professional, technical and administrative service to the applicants (service users). Put simply, the Council provides a service whereby the service users can appoint the Council to administer the application for assistance on their behalf. The Agency works closely with health professionals such as the Community Occupational Therapy Service to ensure that the service users' identified needs are fully met. The Contractor shall provide and meet the expenses of all materials and labour whatsoever for the due and proper execution of the Works described (or referred to in the Contract Documents). Dwellings will vary in age and condition, and access to and within the site will vary from property to property. Therefore, the Contractor must make due allowance for these considerations. The Council is seeking to appoint a up to four (4) Contractors to this framework agreement, and the total estimated annual value is PS3m plus VAT. It should be noted that the estimated value is indicative only and may change dependant on demand and budget.
