## Summary

Oldham Metropolitan Borough Council has recently completed the direct procurement process for an "Emergency Placement" service under the light-touch procurement regime. The contract involves accommodating a service user with a learning disability and autism in Oldham, United Kingdom, due to their existing risk of self-neglect and exploitation. The procurement was conducted without competition, as it fell below the threshold. The process has moved to the award stage as of 7th July 2026, with the contract period set to commence on 8th July 2026 and conclude on 7th July 2027. The urgency of the requirement led to a direct award to Compact Personnel Ltd, with a projected contract value grossing £84,005.38.

This tender offers significant opportunities for businesses operating in the field of social work services, particularly those experienced in managing and accommodating individuals with complex care needs. Small and medium-sized enterprises (SMEs) with capabilities in providing independent living support services would find this area promising, especially within the Greater Manchester region. Companies already working in health and social care sectors could leverage their expertise to strengthen their position in public sector contracts and expand their portfolio by catering to the specific needs outlined by local government councils. Given the direct procurement method used, businesses with quick response capabilities and established relationships with councils can benefit from similar future opportunities.

## Notice

Service user has a learning disability and Autism. They struggle to engage with people and can be extremely unpredictable which puts those working with them at risk of verbal / physical abuse. They are fiercely independent and will only engage with ASC for short periods, so it is imperative that we find them accommodation asap before they choose to disengage. Service user has already shown signs of disengagement therefore is at severe risk of self-neglect and also exploitation. Due to the urgency of finding a new property as service user has been evicted, the GM Framework process length would delay this service user being made safe. 4 hours per day x 2 staff @ PS24.60 per hour, per support worker 2 x 4 x 7 = 56 x PS24.60 = PS1324.40 per week
