        "description": "The London Legacy Development Corporation (LLDC) intends to establish a new Sustainability, Planning and Development, Actions, and Resilient Knowledge (SPARK) services Framework to support the continued stewardship, regeneration and long-term development of Queen Elizabeth Olympic Park (QEOP), LLDC-managed assets and wider Mayoral Development Corporation priorities. The framework will provide access to specialist sustainability, environmental, climate resilience and technical advisory services. It will enable LLDC Group, East Bank Partners, GLA Group bodies and MDC's Functional bodies to commission support across a range of sustainability-related requirements, including but not limited to carbon reduction, circular economy, climate adaptation, biodiversity, green infrastructure, sustainable design, environmental management, community benefit, green skills and wider responsible procurement outcomes. The procurement will be structured to deliver a flexible and efficient route to market, allowing the Authority to draw down specialist support for planned programmes, policy development, project-specific commissions, emerging priorities and reactive advisory needs. The framework will also support LLDC's ability to respond to future statutory, policy and operational requirements as the estate and wider regeneration programme continue to evolve. The total framework value stated in the notice is a maximum potential aggregate value for notice purposes only. It provides commercial headroom for LLDC and eligible GLA Group bodies over the life of the framework and does not represent a guaranteed level of spend or commitment to award work. LLDC's current internal sustainability-related budget is approximately PS200,000 per annum, subject to annual budget approvals, future business need, funding availability and the specific requirements commissioned under the framework. Stage 1 - Provider Quality Questionnaire (PQQ) Suppliers will submit their PQQ response, including all required technical evidence (ITT Submissions). All technical quality will be assessed at this stage. During the PQQ clarification period, suppliers may raise queries on the draft framework documents. The Authority will undertake a full technical evaluation at this stage; suppliers will not be required to repeat this evidence later in the process. Shortlisting thresholds: Top three ranked suppliers (with the option to include a Fourth and Fifth within 2% and scoring at least 60%) Only shortlisted suppliers will proceed to Stage 2. Stage 2 - Invitation to Tender (ITT) Shortlisted bidders will be invited to the ITT, which will focus on methodology clarification and commercial assessment. No PQQ evidence will be resubmitted; the ITT will solely build on the defined scenarios. ITT submissions will include: Presentation of a case study, written responses (Sub-Contractor Governance), and day-rate pricing.                 "description": "The framework will operate as a multi supplier, multi lot agreement through which LLDC and eligible GLA Group bodies may commission sustainability and associated professional services during the framework term. Call off contracts may be awarded through further competition, direct award, or any other call off mechanism set out in the framework documents. The applicable route will depend on the nature, value, complexity and urgency of the requirement, as well as the capability and capacity of appointed suppliers within the relevant lot. Where a further competition is used, suppliers appointed to the relevant lot will be invited to submit a proposal against the specific requirement. The call off award will be based on the criteria set out in the framework and call off documents, which may include quality, technical capability, methodology, social value, sustainability outcomes, delivery timescales and price. Where direct award is permitted, the Authority may award a call off contract to the supplier best placed to deliver the requirement, in accordance with the framework rules and the objective criteria set out in the procurement documents. The framework does not guarantee any volume or value of work to any appointed supplier. Requirements will be commissioned as and when business need, funding and approvals are confirmed. Each call off contract will be subject to the relevant governance, budget approval and internal authorisation processes of the contracting authority using the framework.
