## Summary

The Pensions Regulator, a central government public authority based in Brighton, UK, has completed the procurement process for design and prototyping software, specifically Figma licenses. This award, dated 8th July 2026, falls within the IT services category. The contracting process, which reached the award stage, involved a direct procurement method classified as "below threshold - without competition". The contract, signed with supplier Figma Inc, commenced on 7th January 2026 and is set to last until 6th January 2027, with an option for added or upgraded seats on subsequent invoices. The gross value of the contract is £8,467.20, reflecting the strategic alignment with TPR’s digital partner, Kainos, and the necessity for efficient product development and intellectual property protection.

This procurement creates opportunities particularly for organisations involved in IT consulting and software development, especially those offering innovative solutions in design software. Businesses with capabilities in licensing management and those experienced in supporting digital transformations in government sectors would find this contract beneficial. The focus on tools like Figma to enhance regulatory efficiency indicates a conducive environment for tech firms poised for growth through public sector partnerships. With TPR’s commitment to adopting cutting-edge technologies, businesses that are agile and adaptive to government sector needs will be well-suited to engage in similar opportunities.

## Notice

TPR needs software for design and prototyping to be an efficient and effective regulator. Figma licenses are required to: produce & maintain pattern library of reusable elements that meet standards and enable efficient product development and iteration rapidly prototype and test ideas for discovery work and build user experiences that pass service assessments TPR does not currently have fit-for-purpose design software. Older designs (UI Kit) are in Adobe XD which is out of support and often breaks when we try to make updates. New designs are being made by TPR designer using the free version of Figma or by Kainos designers in their version of Figma. As a result there is a risk that TPR's IP is sitting outside TPR which urgently needs to be addressed. Given Kainos (TPR's Digital Partner) uses Figma, TPR needs to adopt Figma to both protect TPR's IP (as highlighted) and facilitate seamless working across Kainos and TPR. Licences: 10x Figma 'organization' - full seat - PS50 a month 4x Figma 'organization' - dev - PS22 a month
