## Summary

Luton Council has initiated the tender process for its project titled "AT1351B - The Partnership Delivery Framework for Rough sleeping/Homelessness" under its Housing Needs Department. The council aims to establish an Open Framework Scheme to ensure a transparent, competitive tender, and direct award process for grant funding, which will address the needs of those at risk of homelessness or rough sleeping. The procurement stage is currently active with the tender deadline set for 13th August 2026. This open procedure covers health and social work services within the UKH2 region, focusing on contracts such as assertive street outreach and supported housing. Successful tenders will be managed under a framework agreement that includes multiple lots, providing a span of services from short-term outreach to long-term housing solutions in compliance with UK legislation.

This tender provides significant opportunities for businesses, particularly those specialising in health and social care services, housing support, and community welfare. Companies of varying sizes, including SMEs and VCSEs, are encouraged to participate due to the project's extensive budget and its commitment to stimulating competitive market growth. The framework allows for multiple participants, thereby facilitating partnership possibilities and innovation within the sector. Businesses capable of rapid mobilisation and adaptation to complex service delivery, which aligns with the objectives of supporting vulnerable individuals, will be well-suited to compete in this tender, offering potential for substantial growth and long-term engagement.
