## Summary

The procurement process for the "Metropolitan Police Service's Progress Review - Consultancy Support" was conducted by the Mayor's Office for Policing and Crime, a sub-central public authority in London, United Kingdom. The tender was initiated with the aim of assessing the progress made against recommendations from an independent review into the Metropolitan Police Service's culture. With the procurement process now complete, Suzanne Jacob Consulting has been awarded the contract, which involves providing business and management consultancy services. The process went through an award stage, with the contract being signed on 11th December 2025, and it will run until 30th September 2026. The contract involved a procurement method classified as "Below threshold - unknown," with the total value, including a contract variation, amounting to £90,000.

This tender opens various business growth opportunities, particularly for small and medium enterprises (SMEs) specialising in consultancy services within the public sector. Firms with expertise in business and management consultancy services are well-positioned to benefit from such contracts, particularly those that can provide insights and strategic recommendations for institutional reform and oversight. This opportunity is ideal for businesses looking to establish a foothold in the public sector consultancy field, and potential bidders can leverage this contract to enhance their portfolio with public authority clients.

## Notice

In the independent review into the standards of behaviour and internal culture of the Metropolitan Police Service (MPS), published in March 2023, Baroness Casey provided a thorough account of the challenges facing the MPS. The findings showed that change was urgently required and the Mayor has been clear on his expectation that all the Casey recommendations should be implemented in full. The Police and Crime Plan 2025-2029 commits to strengthen oversight of policing and a key component of this is commissioning an independent review of the progress made against the Casey recommendations. The progress review is an opportunity to assess progress to date and be clear on any opportunities for, or barriers to, progress on cultural reform. Suzanne Jacob will provide support to a review of the progress made by the MPS against Baroness Casey's recommendations. An additional contract variation was approved to cover extra works resulting from the complexity of the project. The original contract value was PS50,000, with a subsequent variation of PS40,000, bringing the total contract value to PS90,000.
