### Procurement Information

Army, part of the UK Ministry of Defence intends to award a five-year enterprise licence contract to Systematic Software Engineering Limited to support the Army's SitaWare Battlefield Management Software. The contract will have an estimated value of PS95,714,000.00 (Ninety -five million and seven hundred and fourteen thousand pounds). This procurement is governed by the Procurement Act 2023. It is considered that this contract can be awarded under Section 41 of the Procurement Act 2023 because the direct award justifications specified in paragraph 6 and 7 of Schedule 5 apply. Systematic is the Original Equipment Manufacturer (OEM) for SitaWare and is therefore the only supplier with access to the product's technical design information. Only Systematic can provide the level of technical support and training required to safely operate, maintain, and evolve the Army's current SitaWare-based capabilities. There is therefore an absence of competition for technical reasons, only Systematic have the necessary technical expertise, knowledge and capability to deliver the requirement at the standard required. Moving to a different supplier would result in incompatibility with existing systems and create disproportionate technical, operational, and organisational difficulties.
