## Summary

The Consumer Council for Water is seeking to engage a market research agency to conduct qualitative research services within the domain of Third Party Intermediaries, Retailers, and Business customers. This tender, titled "Third Party Intermediary Research," falls under the industry category of research services, specifically concerning drinking water, non-drinking water, and research development. It's part of an open procurement process applicable to public authority central government, based in Birmingham, United Kingdom, with tendering activities spanning various UK regions. The tender is currently in the active stage, with the deadline for submissions set for 7th August 2026, and the enquiry period concluding on 23rd July 2026. The contract period is projected from 30th September 2026 to 31st March 2027, and carries an estimated value of £64,000 (excluding VAT).

This tender presents substantial business opportunities, particularly for small and medium enterprises (SMEs) and voluntary, community and social enterprise (VCSE) organisations, as it is specifically reserved for these groups. The open competition procurement method encourages a broad range of market participants, enabling smaller firms with expertise in market research, specifically in the water sector, to expand their scope and client base. Businesses adept in performing in-depth interviews and offering diverse perspectives will find this contract particularly rewarding. The process promises a fair evaluation via a two-stage award criteria system, offering a level playing field for innovative firms capable of enhancing customer experiences in the retail market for water services.

## Notice

CCW wishes to appoint a market research agency to provide qualitative research services across three segments: Third Party Intermediaries (TPIs)1 Retailers2 Business customers. The overarching objective is to understand how well TPIs are working in the retail market and allow us to consider whether any further intervention or guidance is needed to improve the experience for customers. We anticipate depth interviews across these segments, including a diverse sample of businesses to enable a rounded perspective on TPIs, and a good selection of retailers and TPIs.
