## Summary

The Home Office is conducting a procurement process for the continuation of the Atlas Caseworking - Asylum services, classified under software development services. This critical service extension follows a legal challenge to a previous procurement attempt in 2025. The current process involves a modification for a four-month extension to the existing contract with Mastek (UK) Ltd, the active supplier. This extension is necessary to ensure uninterrupted immigration and asylum services, as Atlas acts as the core platform for such operations. The procurement, currently in the contract modification stage, is administered under the Public Contracts Regulations 2015, with market engagement commencing in June 2026. The contract modification is set to last until 31st March 2027, supporting continuity during the urgent development of a replacement procurement.

This tender provides a significant opportunity for businesses specialising in software development, particularly those capable of delivering complex, integrated solutions for sensitive government operations. Companies with technical expertise in immigration and asylum digital platforms and a history of interfacing with governmental processes would find this an advantageous avenue for business growth. The procurement process underscores the necessity of maintaining operational knowledge and integration capabilities within vital public infrastructure, making it ideal for established firms experienced in large-scale government project management. Engaging with this procurement can bolster a firm’s portfolio in high-stakes, government-dependent service provisions.

### Lot Information

Lot 1

The Home Office requires the continuation of Atlas Caseworking Asylum services while a re- procurement is undertaken to replace the current service following a challenge and withdrawal of a 2025 procurement. Atlas is the Home Office's core immigration caseworking platform and supports critical asylum operations and wider immigration functions. The platform underpins key operational and strategic priorities including Asylum Transformation, eVisas, Electronic Travel Authorisation and wider digital transformation programmes. Following the legal challenge to the 2025 Atlas re-procurement, the procurement was withdrawn and now a replacement procurement is being developed with market engagement launched in June 2026. To maintain continuity of critical services during this period, it is necessary to extend the existing contract. The modification provides for a four-month extension to the existing contract together with associated value uplifts required to continue service delivery. The modification is limited to the minimum period necessary to ensure business continuity while the replacement procurement and transition activities are carried out on an urgent basis to completion. The increase in value resulting from this modification is 50% of the original contract value.
