## Summary

The Home Office is currently undertaking a procurement process for the continued provision of Atlas Caseworking services, focusing on non-asylum services. This procurement falls under the software development services industry, classified under CPV code 72262000. The process is at the award stage, following a legal challenge leading to the withdrawal of a previous procurement attempt in 2025. To ensure the uninterrupted service of their immigration caseworking platform, critical for operations across Border Force, Immigration Enforcement, Visas, and Status, the Home Office has extended the existing contract with PA Consulting Services Ltd by five months. This extension runs up to 28 February 2027, with a contract value uplift under 50% of the original, ensuring continuous operational capability across the UK whilst a new procurement strategy is developed, with market engagement having commenced in June 2026.

This procurement effort by the Home Office presents substantial business growth opportunities, particularly for companies specialised in software development services with a focus on immigration systems. Businesses capable of navigating complex governmental processes and possessing the required technical prowess to manage and develop comprehensive platforms like Atlas are well-suited to this tender. The current procurement approach and the possibility of future contracts highlight the growing demand for software solutions that bolster governmental infrastructure, providing a niche yet rewarding avenue for businesses aiming to expand their public sector engagements.

### Lot Information

Lot 1

The Home Office requires the continuation of Atlas Caseworking Non-Asylum services while a re- procurement is undertaken to replace the current service following a challenge and withdrawal of a 2025 procurement. Atlas is the Home Office's core immigration caseworking platform supporting operational delivery across Border Force, Immigration Enforcement, Visas and Status and related immigration services. The platform supports critical operational activities together with strategic programmes including Electronic Travel Authorisation and eVisas. Following the legal challenge to the 2025 Atlas re-procurement, the procurement was withdrawn and now a replacement procurement is being developed with market engagement launched in June 2026. To maintain continuity of critical services during this period, it is necessary to extend the existing contract. The modification provides for a five-month extension to the existing contract together with associated value uplifts required to continue service delivery. The modification is limited to the minimum period necessary to ensure business continuity while the replacement procurement and transition activities are carried out on an urgent basis to completion. The increase in value resulting from this modification remains below 50% of the original contract value.
