## Summary

The Department for Work & Pensions (DWP) is in the planning stage of a procurement process for the "Garage Delivery Factory and Live Service Teams" project. This programme seeks a single prime supplier to act as the main partner, providing comprehensive digital services that include delivery, engineering, automation, cloud services, and AI-enabled components. The procurement is part of the IT services industry category, with a total contract value of £144 million. The services will be delivered across the United Kingdom. Preliminary market engagement was completed on 19th June 2026, and future notices are expected by 7th August 2026. The intended contract period is from 18th January 2027 to 17th January 2031, with potential extensions until 2033.

This tender presents substantial opportunities for business growth, particularly for those specialising in digital delivery and IT services. The process has been designed inclusively, encouraging participation from small and medium enterprises (SMEs) and voluntary, community, and social enterprise (VCSE) sectors. Businesses with expertise in digital consulting, software development, cloud and support services, and cutting-edge AI technologies would be particularly well-suited to compete. The procurement strategy, informed by comprehensive supplier engagement, aims to ensure a fair and competitive process, opening up space for innovative solutions and partnerships.

### Planning Information

The Department for Work and Pensions (DWP) undertook preliminary market engagement on the 5th June 2026, to inform the development of the procurement strategy, delivery model and commercial approach for the Garage Delivery Factory and Live Service Teams requirement.
Suppliers were identified through the Digital Outcomes and Specialists 7 (DOS7) Framework, Lot 2, using the filtering approach in accordance with framework guidance. The filtering criteria were designed to ensure that suppliers capable of delivering the requirement, including SMEs, had the opportunity to participate.
A virtual supplier engagement event was held to provide an overview of the requirement, anticipated delivery model, commercial approach and procurement timetable. A total of 61 supplier representatives registered for the event, with 32 individuals attending representing 19 supplier organisations.
The engagement sought supplier feedback on a number of areas including the proposed delivery model, commercial structure, transition and mobilisation arrangements, technology stack, use of AI and automation technologies and the proposed procurement approach.
Following the event, suppliers were invited to submit clarification questions over a two-week period. Responses were consolidated from this period and from the virtual event, and issued to all filtered suppliers to ensure a fair, open and transparent process.
Feedback obtained through the market engagement activity has informed the development of the procurement documentation, including refinements to the requirement, mobilisation and transition arrangements and supplier participation approach. The outputs from the engagement have been used to improve clarity, support competition and inform the final Invitation to Tender documentation.
