Aster Group is a Housing Association that provides homes to thousands of people across the South of England and London. As an organisation, it maintains approx. 37,000 homes and as a social landlord, is responsible for ensuring its stock is safe and secure on behalf of its customers. Aster Group regularly undertakes cyclical maintenance on its stock in accordance with property investment programmes and in some cases, is required to undertake structural works on its properties to ensure they are fit for use. 64-72 Hillier Road is a block of flats in Devizes, owned and maintained by Aster. The individual properties that make up this block are leaseholder tenure so generally, works are charged back to the leaseholders via the Section 20 process through service charges except for this project. Under Asters obligations as a responsible landlord the recent exterior decoration cycle was deemed to of been poorly executed. Due to this Aster instructed the contractor to carry out some exterior decoration to a handful of windows around the property. After further investigations (once the scaffolding had been put up) it became apparent that the amount of work required was greater that first anticipated. The decision was made to obtain a quote from the current contractor to carry out decorations to the remaining windows within the block. This extra work is required to ensure all the windows within the block are up to the desirable standard to extend their working life up-to and beyond the next decoration cycle. If left, they will deteriorate sooner than the newly painted windows meaning we would have to return to site sooner than required.
