## Summary

Kent County Council has announced an extension of the current contract for Mental Health Assessment Services, with the process reaching the award stage. The extension, effective from 1st August 2026 until 30th April 2027, is intended to accommodate ongoing consultations and legal considerations concerning Liberty Protection Safeguards. The procurement method was a limited award procedure without prior call for competition, relevant to the health and social work services category, classified under CPV code 85000000. The contract, valued at GBP 345,172.50, aims to ensure timely statutory mental health assessments, critical for compliance with deprivation of liberty standards. The key contact for this procurement is Sarah Barnes at Kent County Council, located in Maidstone, UK.

This tender offers significant growth potential for businesses specialising in health assessment services, particularly small to medium enterprises like South East Memory Assessment Services Limited, which has been awarded this extension. Companies with expertise in mental health evaluation and social care could find lucrative opportunities, given the pressing need for ensuring compliance with new legal precautions. Businesses in these sectors can leverage their capabilities to enhance service delivery across local authorities, thereby establishing themselves as pivotal contributors to public health initiatives.

## Notice

The purpose of the Mental Health Assessment Service is to ensure that the Council can meet its requirement to ensure that a person subject to DoLS has received statutory Mental Health and eligibility assessments in a timely manner so as not to delay any outcome issued by the Supervisory Body. Kent County Council is awaiting the outcome of the national consultation in relation to Liberty Protection Safeguards and considering the implications of the UK Supreme Court 2026 judgement on what constitutes a Deprivation of Liberty. Therefore, the Council is unable to specify its requirements for a new service at present, and consequently, the Council is extending the current Mental Health Assessment Service contract by a period of 9 months. This extension will commence on 1st August and run through to 30th April 2027.
