This model is the preferred option following a structured Preliminary Market Engagement exercise and reflects the shift toward digital-first, outcomes-based, prevention-focused sexual health systems. The initial contract term will be for 60 months with an option to extend for a further 48 months (2 periods of 24 months) for a potential total contract term of 9 years, starting 1st April 2027. The guaranteed contract value is PS13.1m across the initial 5-year contract term and PS23.58m across the potential total 9-year contract term. For transparency, this value is presented differently to the indicative value used during Preliminary Market Engagement (PME), where estimated Out of Area (OOA) income was included within the total contract value. Out of Area (OOA) income (estimated at c.PS350,000 per annum) is excluded from this value, as it is non-guaranteed, activity-dependent income and not funded through the Swindon Public Health Grant. OOA income, in line with national sexual health cross-charging guidance, will be retained by the provider and mandatorily reinvested to support the delivery of the commissioned service.
