## Summary

The Ministry of Defence, under the buying organisation Defence Digital, has initiated a public procurement process titled "VOX NOVA Fixed Voice OFFICIAL (FVO) & Enterprise Voice (EV)". This project falls under the telecommunications and IT services industry category, with a focus on modernising the existing voice systems. The primary aim is to design, build, migrate, and operate a hybrid solution combining on-premises calling capabilities with cloud-native call management. The procurement process is currently at the planning stage, with significant dates including a future notice date of 21st May 2027 and an anticipated contract start date of 12th October 2027, running potentially until 12th December 2034. This procurement, valued at approximately £55 million (net), is being executed through a competitive flexible procedure, and it spans multiple locations including the UK and overseas territories such as Gibraltar, Cyprus, and Brunei. Classification under the special regime of defence and security indicates its strategic importance.

This tender presents substantial opportunities for businesses, especially those specialising in telecommunications infrastructure and IT services, to secure long-term contracts. Companies adept in designing, building, and managing hybrid communication solutions would particularly benefit. Furthermore, the procurement emphasises the support and modernisation of legacy systems, potentially appealing to businesses that offer SIP-enabled solutions. Small and medium enterprises (SMEs) are also encouraged to participate, highlighting inclusivity within the competitive landscape. The expansive project scope and duration promise robust avenues for sustained business growth and the development of new capabilities in advanced telecommunications and IT services.

## Notice

The future end state is a hybrid solution that fuses on-premises calling capability with the flexibility of a cloud-native call management service. This procurement is for the design, build, migration, and operation of the end state architecture whilst ensuring the users maintain capability throughout the process. This encompasses design and delivery of a cloud native call management core (Software as a Solution (SaaS) or UK zoned public cloud), migration of existing gateways and SIP native Private Automatic Branch Exchange (PABX), modernisation and Session Initiation Protocol (SIP) enablement or replacement of legacy, non SIP PABX, through life support for legacy PABX estate until migration, resilient public telephony breakout and partner connectivity, local survivability for specific sites, a field engineering competence to ensure compliance with Authority processes and service management. The existing PABX estate is mostly analogue lines with a small amount of digital and Voice Over Internet Protocol (VoIP) ; it is not envisaged that this will change due to the cost and complexity of replacing the existing cabling. Planning assumptions: ~113 sites; ~180 nodes; . up to ~65,000 telephone endpoint is any physical or virtual device that originates or receives calls. Anticipated contract term: 5 years. Suppliers should treat volumes and dates as planning assumptions only. Classification: Official Type: Services (telecommunications / IT services). Volume: Planning assumptions above. How supplied: Design, build, migrate, operate; hybrid delivery model (SaaS Voice Platform + on prem survivability where required); Lotting model; Lot A overhaul - design, build & operate.
