## Summary

Westminster City Council has initiated the procurement process for the "Economy & Skills_CRP: Sustainable City Charter Innovation Challenge", focusing on the environmental consultancy sector. This contract is part of an open competition below the threshold, aiming to appoint a qualified supplier to execute stages 2 and 3 of the Challenge. The goal is to link low-carbon SMEs with Sustainable City Charter signatories to pilot projects aimed at reducing carbon emissions from non-domestic buildings in Westminster. The procurement falls within services related to environmental, business, and management consultancy. Key dates include an enquiry period ending on 30th July 2026 and a tender submission deadline set for 6th August 2026. The total contract value is projected at £150,000, emphasising quality and price as critical evaluation criteria with weights of 60% and 40% respectively. The service is located in London, UK, under the active status procurement stage.

This procurement presents a significant opportunity for businesses specialising in environmental consultancy and sustainable development strategies, particularly those adept at fostering innovation and delivering scalable solutions. The opportunity is particularly suited for enterprises with expertise in managing pilot projects, administering grant schemes, and engaging in comprehensive monitoring and evaluation. Companies with a track record of successful collaboration with SMEs and public bodies stand to benefit from this initiative, potentially expanding their presence in the green economic sector. The successful delivery of the Challenge could cement a company's reputation as a frontrunner in green innovation, enhancing future business prospects and partnerships in this rapidly evolving industry.

## Notice

Procurement to appoint a suitably qualified external Supplier to deliver Stages 2 and 3 of the Sustainable City Charter Innovation Challenge ("the Challenge"). The Challenge is designed to connect near-market low-carbon SMEs with Sustainable City Charter (SCC) signatories to deliver pilot projects and solutions that reduce operational carbon emissions from nondomestic buildings, which account for approximately 71% of Westminster's boroughwide greenhouse gas emissions. This will support local green economic growth, positioning Westminster as a destination for green innovation and investment. The procurement is focused on appointing one specialist supplier to design, deliver and evaluate the Challenge itself. This will include: - Stage 2 - SME and signatory recruitment, matchmaking, administration of an SME grant scheme, pilot design and oversight; - Stage 3 - monitoring, evaluation and learning; production of pilot reports, case studies and a final evaluation report; and dissemination of findings, including delivery of a Demo Day, with recommendations for future adoption or scaling of solutions.
