The procurement is being undertaken using a two-stage Competitive Flexible Procedure under the Procurement Act 2023, comprising a scored Procurement Specific Questionnaire (PSQ) followed by an Invitation to Tender (ITT) for shortlisted suppliers. The successful Consultant will be appointed to a single-supplier call-off contract for an initial period of four years.
