## Summary

The procurement process, initiated by Salisbury NHS Foundation Trust, pertains to the contract for the provision of Histopathology Reporting under the Provider Selection Regime (PSR). The procurement falls within the healthcare industry category, specifically focused on pathology services. The intended contract will begin on 1st August 2026 and conclude on 31st March 2027, with a possible three-month extension. Located in Salisbury, UK, the procurement stage is at the award phase, with the intention notice published on 15th July 2026. The standstill period allows for representations until 27th August 2026. This process does not adhere to the Public Contracts Regulations 2015 and relies on a limited procurement method without prior publication of a call for competition, applicable outside the scope of the directive.

This procurement provides significant opportunities for business growth, especially for firms specialising in outsourced pathology services. The contract is deliberately weighted towards quality and innovation, accounted for by 50%, while cost accounts for just 10% of the evaluation criteria. Businesses focused on maintaining and innovating quality healthcare provision will find this tender particularly advantageous. The contract does not guarantee volume or value, as it is highly reliant on meeting established service level criteria. Suitable contenders would include small to medium-sized enterprises, such as Poundbury Cancer Centre Ltd, which is well-positioned as the incumbent supplier, demonstrating the required service excellence and innovation under the contract's core criteria. The high emphasis on quality aligns with strategic growth for enterprises that can enhance service offerings while adapting to the demands of healthcare procurement.

The other elements of quality-led criteria total a further 40% of the weighting.
