## Summary

Lancashire County Council is planning a procurement process titled "Testing of Highway Materials" within the services industry category, focusing on technical testing services. This procurement will be conducted through an open procedure, aiming to establish a multi-supplier framework for both laboratory and on-site testing of highway materials. The tender is currently in the planning stage, set to progress with tender submissions due by 16th September 2026, followed by an award period ending on 16th October 2026. The framework, which covers the region of UKD4, is divided into four lots with a total estimated value of £1.2 million (gross). The contract is initially for two years with an option to extend for another two years. Interested parties should prepare to submit electronically in English.

This tender presents a strategic opportunity for businesses specialising in technical testing services, particularly those capable of providing laboratory and on-site evaluations. SMEs will find this framework particularly accessible due to its suitability criteria. Companies equipped for highway materials testing, both in lab environments and in the field, are well-suited to compete. Additionally, the mini-competition lot offers bespoke testing opportunities that may extend the scope of services offered. With significant scoring weight placed on quality and social value alongside price, businesses that excel in these areas have the potential to secure a long-term partnership with Lancashire County Council.
