## Summary

The Ministry of Justice is currently in the active tender stage for the procurement of Compensation Claims Handling Services for His Majesty's Prison and Probation Service (HMPPS). This tender, under the CPV code 66500000, falls within the insurance and pension services category and involves a procurement process executed through further competition under the Crown Commercial Service (CCS) Framework RM6323. The open procedure invites submissions for a project valued at £1,610,000 with a submission deadline set for 3rd August 2026. Based in London, this initiative aims to manage over 3,000 new personal and public law claims annually, highlighting a broader application of outsourced claims management, particularly at the pre-action stages. The potential contract will span 48 months, including an initial 24-month period followed by a review for potential extension.

This tender offers substantial opportunities for businesses specialising in low-value claims handling, particularly those experienced in insurance and legal negotiations. Companies proficient in pre-action investigation, liability assessment, and claims negotiations can greatly benefit from participating. The opportunity to engage through an established CCS framework further opens the door for businesses already familiar with or newly seeking entry into the public sector procurement landscape, fostering growth and increased visibility within the sector. Moreover, firms offering electronic submissions and able to comply with the open procedure specifics stand to gain from participating in this structured and competitive tendering process.
