## Summary

The procurement process for the "Neurodiverse Environmental Audits" is spearheaded by Oxford Health NHS Foundation Trust, a public authority under central government, located in Oxford, United Kingdom. This initiative focuses on auditing the environment of low and medium-secure forensic mental health services across the Trust's sites in Thames Valley and Wessex. The aim is to align with new national standards through a structured, neurodiversity-informed audit. The procurement is in the tender stage, concluding by 16 September 2026, with an enquiry period closing on 27 August 2026. It employs an open competition method, inviting bids under a light-touch regime for services and works with an estimated contract value of £80,000 to £91,600.

This tender presents an opportunity for businesses specialising in environmental consultancy, sound insulation, and similar services to showcase their expertise in creating neurodiverse-friendly environments. Small to medium enterprises (SMEs) in the Oxfordshire region and beyond can particularly benefit, as the procurement is not restricted to local suppliers. The focus on technical quality, sustainability, and cost provides an equitable platform for businesses to contribute to the improvement of mental health service environments, enhancing the care experience for neurodivergent individuals with autism or learning disabilities. Engaging in this contract can help businesses enhance their reputation and expertise in delivering sensitive and impactful environmental solutions.

## Notice

Environment Audit of Low and Medium-Secure Forensic Mental Health Services within the sites of Oxford Health NHS Foundation Trust (Thames Valley and Wessex, Adult Secure Neurodiverse Environmental Audits). As part of alignment with new national standards, Oxford Health NHS Foundation Trust is looking to commission a structured neurodiversity-informed environmental audit. We seek to identify any gaps and priorities for improvement. This may inform new environment recommendations including day to day operation of environments and estate adjustments with an aim to improve experience for our service users. People accessing low- and medium-secure forensic mental health services frequently experience heightened sensory sensitivities and require reasonable adjustments to understand the environment around them (i.e. appropriate signage). This is particularly relevant for individuals who are neurodivergent, including those with autism and / or learning disabilities. The design, layout, and day to day operation of ward environments can significantly influence distress levels, behaviour, engagement in care, and overall outcomes. A poorly adapted environment may exacerbate agitation, anxiety, aggression, withdrawal or seclusion incidents, whilst a well adapted environment can promote feelings of safety, regulation and recovery. Oxford Health is working to improve the experience of people with learning disabilities and / or autism accessing its mental health services and seeks to commission a structured external audit of a specified number of wards across its sites to ensure the environment is neurodiverse-informed and to identify gaps and priorities for improvement.
