The Authority has concluded that, due to an absence of competition for technical reasons, only Velico Medical can provide the required integrated dried plasma manufacturing capability and there are no reasonable alternatives available. A direct award therefore represents the most effective, proportionate and lowest risk means of meeting the operational requirement whilst supporting the timely development of a sovereign MOD dried plasma production capability.",
