## Summary

West Dunbartonshire Council, on behalf of the West Dunbartonshire Health and Social Care Partnership, seeks to establish the "Foundations for Change Flexible Framework" for community support services. This procurement process, currently at the tender stage, aims to support adults aged 18 to 65 who have additional needs such as learning disabilities, autism, and mental health challenges, across multiple service categories including social work and related services. Situated in West Dunbartonshire (UKM81), the Open Flexible Framework is divided into eight lots and will operate for an initial period of 60 months, with a potential extension of up to 24 months. Interested suppliers must submit tenders by 18 September 2026, with contracts starting from 21 September 2026. The procurement follows an open procedure with a significant emphasis on quality (80%) over price (20%).

This tender offers substantial opportunities for businesses specialising in community-based support services to expand their operations. Companies well-suited to participate include those with expertise in areas such as learning disabilities, autism, complex health needs, physical disabilities, and mental health. Successful bidders will benefit not only financially from a substantial framework valued at £23,690,000 but also gain visibility and strengthen their community engagement by supporting community benefit outcomes like employment and training opportunities. The flexible, open nature of the framework allows continuous entry for new providers, fostering a competitive and diverse supplier landscape beneficial for companies looking to expand their reach and service offerings in the public health and social care sectors.
