## Summary

Norfolk County Council has issued an open procurement for a framework agreement titled "Non-School Alternative Provision / Education Other than in School or College - Social Emotional Mental Health (SEMH) and Vocational Framework". This tender, categorised under education and training services, seeks to establish service providers for children and young people requiring Social, Emotional, and Mental Health (SEMH) support and vocational education alternatives. The procurement covers regions UKH15, UKH16, and UKH17 in the United Kingdom. Key dates include the tender period ending on 3 August 2026 and the commencement of the contract on 21 August 2026, running until 15 March 2028. The procurement is currently at the tender stage and permits electronic submissions through the Norfolk County Council portal.

This tender provides significant growth opportunities for businesses offering innovative educational services outside the traditional school ecosystem. It is particularly suitable for small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) that can deliver exceptional quality and outcomes in special education needs. With a framework that facilitates both further competitions and direct awards, businesses can engage dynamically, enhancing their market presence while contributing valuably to the educational landscape. Interested businesses can seize the opportunity to be part of an impactful framework, potentially extending involvement until 2034, subject to compliance with the Procurement Act 2023.
