This procurement is at the planning stage and involves a preliminary market engagement (PME) led by the Regional Business Services Organisation (BSO), Procurement and Logistics Service (PaLS), acting as the procuring entity. The tender falls under the health and social work services category and follows light-touch regulations as per the UK's legal framework. This tender represents a significant business growth opportunity for organisations specialising in healthcare and social work services, particularly those experienced in delivering domiciliary care. Businesses capable of offering integrated personal and social care in housing support models will find this tender advantageous. Small and medium-sized enterprises (SMEs) and voluntary, community, and social enterprises (VCSEs) are particularly encouraged to engage, as the procurement process is designed to be inclusive. Moreover, the focus on compliance with the Procurement Act 2023, social value, human rights, cyber security, and sustainability requirements offers innovative organisations the chance to align their services with contemporary regulatory and ethical standards. By participating in this procurement process, businesses can potentially secure a long-term contract lasting until 2030, with possible extensions until 2033.
