## Summary

The Foreign, Commonwealth and Development Office is leading a procurement for the refurbishment of the British Ambassador's Residence in Athens, titled "PA23 UK2 - Athens Residence Refurbishment PME." This project, falling under the works industry category with a CPV code for refurbishment work (45453100), is currently in the planning stage. Key activities include seismic strengthening and the incorporation of new services, such as a commercial kitchen and local audiovisual systems, with an estimated contract value of £8.9m to £9.4m. Suppliers are invited to submit their interest through a Preliminary Market Engagement Questionnaire by 3rd August 2026, with market engagement meetings scheduled between 10th and 28th August 2026 in London.

This tender offers significant opportunities for contractors with experience in complex refurbishments, especially those familiar with heritage and diplomatic settings. SME-friendly, the contract will follow an NEC4 ECC Option A with Option X22 in a two-stage procurement process. Businesses with the capability to meet high-quality standards in accordance with UK regulations, including completion of local police checks for security vetting, will find this opportunity promising for growth. The procurement and subsequent contracting process is expected to commence formally with future notices issued by late September 2026, providing ample time for interested parties to prepare submissions.

## Notice

1. The project is a major refurbishment of the HMA Residence in Athens. The value of works (contract sum) is anticipated to be in the region of PS8.9m to PS9.4m (including Greek VAT). 2. Summary of scope of works: Seismic strengthening works to the British Ambassador's Residence in Athens have been completed successfully and all original heritage features have been reinstated. Investigations during these works identified the need for a full replacement of the building services installations, and additional scope has been introduced by the Client, including a new commercial kitchen and local audiovisual systems. The Stage 4 design is being finalised and will incorporate all of these requirements ahead of the ITT being issued. The remaining scope comprises a major refurbishment of the residence, including repairs to internal walls, redecoration of internal rooms, bathroom and kitchen upgrades, installation of a new commercial kitchen, replacement of flooring throughout, full replacement of all MEP systems, fire safety improvements, installation of a new externally accessed lift, drainage works to separate foul and surface water systems, and roof replacement and solar PV install. All works will be undertaken with careful consideration of the heritage significance of the property. The objective is to deliver a high-quality diplomatic residence that is modern, compliant and resilient while preserving the character and significance of the historic building. The Contractor and any subcontractors utilised must demonstrate the capability and experience necessary to deliver the works in accordance with relevant UK standards and project-specific requirements to a high-quality finish. Further information on experience of delivering complex refurbishment projects in heritage, diplomatic or similarly sensitive environments will be helpful in supporting our understanding of the relevant capabilities of suppliers interested in this opportunity. 3. Contractors and sub-contractors undertaking work will need to have the required security vetting and be approved by the FCDO. It is expected this will be local police checks for all local labour. SC clearances for management are desirable but not essential. 4. It is anticipated that the form of Contract to be used will be the NEC4 ECC Option a with Option X22, using a two-stage procurement route. Stage 1 will focus on any contractor design elements, long lead in procurement items and mobilisation including relevant visas for workers as required, with Stage 2 covering the execution of the refurbishment works.
