Project Brief: A contract is required to deliver the all-age Independent Sexual Violence Advisor (ISVA) Service across the county of Hampshire (inc Portsmouth and Southampton) and is critical in providing specialist tailored emotional and practical support to victims and survivors of sexual violence. The ISVA Service works with individuals who have experienced rape, sexual abuse or assault, irrespective of whether they have reported to the police or not. The nature of the support that an ISVA provides varies from case-to-case and will depend upon the needs of the individual victim and the circumstances. 
There are a number of significant benefits delivered through this service which include the provision of advocacy, impartial advice, information and support. If reporting to the police, the ISVA will provide support from initial reporting, through the criminal justice process and beyond. An ISVA may also provide information on other services that may be required, such as health and social care, housing or benefits.
Procurement Strategy: The intention is to publish this opportunity as an above threshold tender under the Light Touch Regime (LTR) through the Find Tender Service in accordance with PA23. Contract Details: The contract will run from 01 April 2027 until 31 March 2030 for an initial 3 year term. 2x 12 month extension options are to be included up to a maximum date of 31 March 2032 - for a total potential term of 5 years.
The maximum approved budget is anticipated to be £630,000 per annum. Any bids that exceed this annual value will be deemed as non-compliant and disqualified from the entire tender process.
