## Summary

The procurement process initiated by Natural England in collaboration with the Department for Environment, Food and Rural Affairs focuses on compiling High-Level Conservation Measures for targeted nutrient neutrality sites. Natural England, a public authority associated with the central government, is overseeing this initiative. The process is at the planning stage, with a key engagement event—a Supplier Interest Webinar—scheduled for 6th August 2026. The tender covers environmental services in regions including the River Lugg, River Axe, River Eden, River Itchen, Stodmarsh, and Somerset Levels and Moors sites. The entire process aims to inform Environmental Delivery Plans under The Nature Restoration Fund, with the project commencing on 9th October 2026 and concluding by 30th November 2026.

This tender presents significant opportunities for businesses engaged in environmental services, particularly those that can deliver strategic conservation measures on a large scale to support long-term habitat resilience. The procurement process is structured into multiple lots, allowing SMEs and VCSEs to bid for specific catchment areas, which enhances their chances of winning contracts. Interested organisations are encouraged to participate in the upcoming webinar to better understand the scope of work and express interest, fostering potential growth and collaboration opportunities within the environmental sector.

### Planning Information

SUPPLIER INTEREST WEBINAR: Collation of High-Level Conservation Measures for Targeted Nutrient Neutrality Sites
DATE: Thursday 06 August 2026
TIME: 15:30 -16:30
Suppliers are invited to attend a webinar to gauge interest in a commission to help establish a high-level evidence base for potential, in-perpetuity conservation measures for the benefit of the following catchments affected by nutrient enrichment:
• River Lugg SAC
• River Axe SAC
• River Eden SAC
• River Itchen SAC
• Stodmarsh SAC/SPA/Ramsar
• Somerset Levels and Moors Ramsar.
The work is intended to inform the development of Environmental Delivery Plans (EDPs) under The Nature Restoration Fund (NRF).
The NRF is intended to support strategic, large-scale action to address environmental impacts arising from development, including nutrient enrichment affecting protected sites. Within nutrient neutrality catchments the NRF provides an opportunity to identify and prioritise durable, landscape-scale conservation measures that deliver long-term ecological improvement and help restore the integrity and resilience of internationally important habitats and species.
Indicative Format of tender
This commission is expected to take the form of a single open tender made up of six separate lots relating to each catchment. Suppliers can bid for just one lot, or multiple lots if they wish.
Anticipated scope of work
• High-level list of evidenced conservation measures suitable for each catchment area
• Simple opportunity map showing the collated measures
