## Summary

In a recent procurement process initiated on 24th July 2026, the NHS Devon Integrated Care Board has awarded a contract for a mental health application titled "WorkWell Digital Solution" as part of a pilot extension. The contracting process, driven by direct award methodology, involves extending the Cornwall and Isles of Scilly's pilot project to Devon for the transition year of 2026-2027. The procurement, classified under the services category with the CPV code for Application Service Providers (72416000), aims to support mental health interventions, enhancing return-to-work outcomes. The pilot will be operational from 3rd August 2026 to 31st March 2027 in the South West region of the UK, and the supplier NoSuffering Limited, a small to medium-sized enterprise, has been contracted to deliver the services valued at £211,833.

This procurement presents valuable opportunities for businesses focusing on digital health solutions, particularly those with expertise in mental health applications. SMEs in the tech and healthcare sectors can benefit significantly by engaging with initiatives like the WorkWell programme, which involves piloting innovative solutions in real-world settings. The programme's success could pave the way for long-term partnerships and contracts as the government aims to meet its caseload targets and address health-related economic inactivity. Companies that can offer scalable solutions, particularly those adept at service integration and user engagement, are well-positioned to achieve growth by contributing to similar government health initiatives across the region.

## Notice

WorkWell is an early-intervention coaching and support service for people whose mental or physical health makes work a struggle. It offers light-touch support which is designed to prevent people falling out of work because of health (or help them back quickly, before they become entrenched in health-related economic inactivity). Mental health is the primary health barrier to work and the main driver of health-related economic inactivity. The CIOS pilot therefore includes trial and evaluation of a WorkWell mental health app and referral engine. Additionally around one in four app users take up the in-app option to connect with a WorkWell coach for personalised non-clinical support, boosting referral rates into the WorkWell service and helping achieve the Government's caseload targets. This direct award extends the pilot service to Devon for the 2026-7 transition year.

### Procurement Information

Devon ICB and Cornwall & Isles of Scilly ICB are clustering during 2026-7 and have formally agreed to rollout a single WorkWell programme across the peninsula, in two phases: * 2026-7: WorkWell pilot extension and transition year, to extend the current CIOS pilot to Devon, consolidate pilot learnings and co-design the long-term peninsula delivery model for WorkWell. * 2027-9: mainstream WorkWell service delivery, commissioned during the transition year. This direct award is to cover the first phase only to extend the current Cornwall and Isles of Scilly pilot scheme to Devon for the period 03/08/2026 - 31/03/2027
