## Summary

Transport for London (TfL) is in the planning stage of a procurement process titled "Finsbury Park Cycle Hub," aimed at gathering market input for managing a cycle parking facility located at Finsbury Park, London. The tender is classified under the services industry category, covering repair and maintenance, road transport, and membership organisation services. The facility includes 161 secure cycle spaces and requires day-to-day operation and maintenance. Interested suppliers are invited to respond to a market engagement questionnaire, which is due by midday on 10 August 2026. Future notices will be issued on 7 September 2026, and the contract period is expected to start on 10 February 2027, running until 9 February 2030.

This procurement presents a significant opportunity for businesses experienced in facilities management and maintenance services, particularly those capable of handling customer service operations involving access control systems, membership management, and routine facility upkeep. Small and medium-sized enterprises (SMEs) with expertise in the outlined services will be well-suited to compete. TfL is exploring various commercial approaches to optimise both usage and customer satisfaction, offering a fruitful growth opportunity for businesses willing to innovate and adapt within these parameters.

## Notice

* Transport for London is seeking market input to inform the future management, operation and maintenance of its secure cycle parking facility at Finsbury Park, located on Stroud Green Road opposite Finsbury Park station. * The hub opened in 2006 and currently provides 161 secure cycle spaces, including 21 spaces for larger/non-standard cycles, with access via access-code-controlled doors. * The supplier would be expected to manage the day-to-day operation of the hub. This would include operating the access control system, managing memberships and customer access, running the customer website, collecting membership fees and transferring them to TfL quarterly, and responding to customer queries promptly. * The supplier would also be responsible for routine maintenance and management of the facility, including the cycle parking equipment, repair equipment, lighting, cleaning, inspections, CCTV, fault reporting and rectification. * TfL would retain responsibility for the structural elements of the facility, including the roof, railings, doors, brickwork and drainage. TfL approval would be required for any changes to the layout, website, abandoned-cycle removal process, branding or publicity. * TfL is currently exploring how best to optimise usage, maintain a high-quality customer experience, and ensure the facility can accommodate future demand. * TfL is also considering the commercial approach to the management of the facility. This exercise does not form part of any formal procurement process. All responses will be carefully considered but will not bind TfL to any approach to the procurement, nor will responses be treated as conveying any promise or commitment on the part of the respondent.
