## Summary

The Crown Estate, located in London, is actively seeking proposals through the "Morgan Offshore Wind Tender" for the development of an offshore wind farm in the Irish Sea. This procurement, classified within the electricity and construction industries, is currently in the tender stage with significant deadlines including the end of the tender period on 4 September 2026 and the award period concluding on 20 November 2026. The primary objective is to award seabed rights under a 10-year 'agreement for lease', granting the successful bidder the option to construct and operate a wind farm with a capacity of up to 1.5 GW. This competitive flexible procedure, regulated by the Procurement Act 2023, features a process that includes an electronic auction. Interested parties must register on The Crown Estate's e-tendering portal to access the procurement-specific questionnaire and related tender documentation.

This tender offers significant opportunities for businesses specialising in construction-related services, electricity supply installations, and wind turbine manufacturing. Notably, companies with experience in large-scale renewable energy projects and the financial capacity to engage in competitive bidding processes will find the Morgan Tender particularly appealing. Successful bidders may benefit from long-term returns through the sustainable development of infrastructure within the UK energy sector. The tender's open procurement methodology encourages a wide range of businesses, including consortia, to participate, fostering innovation and collaboration across the industry. Engaging in this competitive auction process not only aligns with the transition to renewable energy but also positions businesses as key contributors to the UK’s sustainable energy future.

## Notice

The main purpose of the contract is a services concession contract. The Crown Estate, as manager of the seabed around England, Wales and Northern Ireland, is seeking to award seabed rights to a developer for the development of an offshore wind farm in the Irish Sea, which has an maximum potential energy generation capacity of 1.5GW. These rights will be governed by a 10 year 'agreement for lease', which will be awarded to a successful bidder through a competitive tender process under the Procurement Act 2023. The holder of the agreement for lease will acquire the rights necessary to develop an offshore wind farm and will ultimately have the option to enter into lease with The Crown Estate for the construction and operation of this wind farm, subject to the satisfaction of certain conditions detailed in the agreements for lease. The maximum contract value has been stated in this notice as [00000 GBP] as The Crown Estate is unable to state a maximum contract value for the Morgan tender which is the subject of this Tender Notice, due to the impossibility of predicting what the likely overall value of the concession to the developer will be. Should suppliers wish to formally request access to the Morgan Procurement Specific Questionnaire, they may do so by registering on The Crown Estate's e-tending portal via this link: https://etendering.thecrownestate.co.uk. The Crown Estate reserves the right to refuse to grant or to deny access at any time to the portal, to any person that The Crown Estate considers, in its absolute discretion, does not have a genuine intention to participate in the Morgan tender as either a sole bidder or a consortium member in order to secure seabed rights in respect of a the Morgan site.
