## Notice

West Yorkshire Combined Authority (WYCA) and Local Authorities require high-quality, robust data on the travel behaviour of residents across West Yorkshire to inform policy-making; support the development, appraisal and evaluation of transport strategies and schemes; and to understand the wider impacts of transport investment and policy decisions. The Combined Authority, therefore, seeks to engage competent Consultants (Consultancy firms) to provide a comprehensive market intelligence on transport research to help deliver a successful West Yorkshire District Travel Survey (WY TRADS) contract.

### Planning Information

*PME ONLY* The West Yorkshire Local Authorities and the West Yorkshire Combined Authority (WYCA/CA) require high-quality, robust data on the travel behaviour of residents across West Yorkshire. This evidence is essential to inform policy-making, support the development, appraisal and evaluation of transport strategies and schemes, and to understand the wider impacts of transport investment and policy decisions. West Yorkshire is currently implementing significant transport reforms, including bus franchising, the development of mass transit systems, and broader policies aimed at shifting travel modes, reducing carbon emissions, improving accessibility, and promoting inclusive growth. To effectively design, deliver and evaluate these changes, the Authorities need a detailed understanding of how travel behaviour varies across different groups and how it is evolving over time. In particular, the Authorities need to understand how travel behaviour is changing in response to evolving patterns of employment, land use, population growth, household characteristics and income, as well as changes arising from policy interventions and investment in transport infrastructure. The CA maintains a transport evidence base that combines national and local data sources. This includes a number of recurring surveys that explore travel behaviour, perceptions and satisfaction, such as the Residents’ Perceptions of Transport Survey and the Transport Insights Survey (Please see here for details of the CA’s published surveys: https://www.westyorks-ca.gov.uk/data/surveys/). However, at present, the CA does not collect comprehensive, dedicated data focused solely on detailed travel patterns across West Yorkshire. This project seeks to address that gap. While official datasets such as the National Travel Survey (NTS) collect information on how, why, when and where people travel, and on factors influencing travel behaviour, they do not provide the level of local detail or robustness required to fully support transport planning and evaluation at a West Yorkshire level. The West Yorkshire District Travel Diary Survey (WY TRADS) is aimed to provide a more comprehensive and representative understanding of travel behaviour, including travel patterns, mode choice, accessibility, and distributional impacts. The WY TRADS study is currently planned as a baseline exercise in 2027, with the intention of obtaining baseline data and repeating the survey in future years to enable monitoring of trends over time. The Statement of Requirements (SoR) sets out the objectives of the study, describes the services to be provided by the appointed Consultant, and explains how the study will be managed. The CA, and specifically the Research and Intelligence team, will lead the work in collaboration with the appointed Consultant. The team will ensure that the outputs of the study are usable and relevant for informing future transport policy, assessing the impacts of programmes and projects delivered by the CA, and supporting the work of district authority partners across West Yorkshire. Contract Duration The contract is estimated to start in December 2026 for a term of one year. Preliminary Market Engagement We are inviting prospective Tenderers with interests in providing these services, to attend a 30-minute, individual (one-to-one), virtual Preliminary Market Engagement (PME) sessions with the Research and Intelligence team of the Combined Authority. All prospective Tenderers that register for the event shall be invited to a Preliminary Market Engagement (PME) event which will be held as follows: Date: 10th – 12th August 2026 Time: To be confirmed through email on 6th – 7th August 2026 Location: Microsoft Teams (a link will be sent to registered Tenderers by 5 pm, two days before their scheduled session). The CA reserves the right to change its procurement approach after the PME. Please respond to this Notice with an expression of interest in this opportunity by accepting the invitation to the PME on YORtender. A draft Statement of Requirements (SoR) is attached with this Notice to provide a general understanding of the requirements of the contract.
