## Summary

The Police and Crime Commissioner for Warwickshire is in the planning stage of a procurement process for the "Preliminary Market Engagement Criminal Justice Related Drug and Alcohol Service for Adults." This initiative focuses on health and social work services within the West Midlands region of the United Kingdom. The procurement process initiated with a "Request for Information" (RFI) via a webinar, and interested suppliers are encouraged to complete a questionnaire by 21 August 2026. The procurement method involves a preliminary market engagement to support the development of a detailed procurement strategy, guided by the Procurement Act 2023. Key industry classifications include addiction treatment and social work services, indicating a targeted response towards supporting adults involved with the criminal justice system who need assistance with drug and alcohol misuse issues.

This tender presents substantial opportunities for growth, particularly for small and medium enterprises (SME) and voluntary, community, and social enterprises (VCSE) working within the health and social services sector. Businesses with expertise in addiction treatment, social work services, and those familiar with community health and action programmes are well-suited to engage. The project is estimated to have a gross value of £642,684 over a three-year term, with potential extensions up to 2032, allowing businesses to plan for long-term service provision in partnership with police and judicial systems, thereby assisting in reducing recidivism through targeted support and intervention strategies.

The Office of the Police and Crime Commissioner for Warwickshire (OPCC) is considering future options for the provision of its Criminal Justice Related Drug and Alcohol Service for Adults. We would therefore like to invite suppliers to participate in the preliminary market engagement process. This exercise is purely for the purpose of information gathering in order to inform the procurement strategy going forward. It should be noted that any future purchase will be subject to a full competitive tendering procedure in accordance with the Procurement Act 2023. A full specification of technical, functional and non-functional requirements would be provided within the tender documentation. The Criminal Justice Related Drug and Alcohol Service for Adults service has been commissioned by the Office of the Police and Crime Commissioner (OPCC) for a number of years. The Supplier also works with probation services, assessing offenders who are being considered by the courts for a community treatment requirement and determining their suitability for such orders. The contract values provided in this notice are estimated and for indicative purposes only. Values cover original term only of 3 years and optional extension periods have not been included in the estimate. The preliminary market engagement process consists of the following activities: - Webinar The purpose of the webinar is to provide further clarification on the proposed approach, answer supplier questions, facilitate discussion, and support suppliers in developing informed responses to the questionnaire. - Questionnaire The purpose of the questionnaire is to gather market feedback on the proposed service model, identify risks and opportunities, and inform the refinement of requirements, lot structure, and commercial approach. Suppliers are encouraged to consider the information shared during the webinar when preparing their responses.
