## Summary

The procurement process for the Salisbury Square Development - Landlord Network has been managed by The Mayor and Commonalty and Citizens of the City of London, a public authority within sub-central government. This project falls within the services category, specifically needing a network for building services like cameras and lifts as part of the Future Police Estates. The procurement was conducted via a direct award due to the technical suitability of the supplier in meeting the unique demands of the contract. IT4Automation Ltd was awarded the contract, valued at approximately £619,274.82 and spanning from 29th July 2026 to 31st March 2027. The procurement location is within the UK, focused on the City of London. The procurement stage is complete for this project with the contract signed on 29th July 2026.

This contract presents significant business opportunities, particularly for companies specialising in IT infrastructure and IoT network management with experience in managing complex networks. The direct award to IT4Automation Ltd highlights the niche technical specifications required and the urgency of deploying these services without delay. Businesses similar in scale to IT4Automation, and with proven capabilities in network management software services and telecommunications networks, would have been well-suited for competitive participation if the procurement method had allowed. The procurement process, emphasising quick market entry and integration into ongoing construction and security services, underscores the demand for efficient, accredited suppliers capable of meeting high-security standards and technical requirements.

## Notice

The Sailsbury Square Development campus has a requirement for a Landlord / IOT network that building services such as cameras and lifts will reside. This network requirement was not captured in the earlier phases of the building programme and the requirement has been brought into scope for the Future Police Estates. As part of the handover from the construction company (Mace) there will be 86 unmanaged Phoenix switches. As such as specialist supplier is required to adopt these switches to enable Mace to commission services. Post-Practical Completion the chosen supplier will also be responsible for ongoing support, managed service, maintenance and ongoing security patching for this network. The decision to use Phoenix switches was taken by Mace as part of the construction contract. Consequently there is only one supplier who meets all of the requirements. The contract has an overall duration of 12 months.

### Procurement Information

Change Control Notice to Future Network Programme's contract with Roc (current contract). It's a quicker route to market and removes any requirement for mobilisation. The waiver provides confidence that the supplier has the required knowledge, accreditation and security credentials to support CoL, CoLP and HMCTS building services It's also a quicker route to market for a service that is integral to the programme. There are time pressures to have this service live, to ensure there aren't any delays to the programme.
