## Summary

Worthing Borough Council, in conjunction with Adur District Council, is currently in the planning stage of a public procurement process titled "AWC - RS - Parking Enforcement Debt Collection." This process is focused on the services industry, specifically in the collection agency services sector. It targets providers in the West Sussex region, UK, with the procurement method categorised under services and a special concession regime. Key dates include a deadline for expressions of interest by 7th August 2026, with the communication of a future notice expected on 24th August 2026. The contract is set to commence on 1st September 2026, potentially extending up to 2030, based on performance. The project's approximate annual value stands at £30,000, projected to accrue a gross total of £120,000 over its maximum duration.

This tender represents a valuable opportunity for local businesses, particularly those specialising as Certificated Enforcement Agency providers with expertise in managing parking enforcement debt collection for local authorities. SMEs are especially suited, given the tender’s openness to businesses that can demonstrate recent, relevant contract experience. By participating, companies can enhance their portfolios, establish or strengthen relationships with local government bodies, and ensure consistent revenue streams over the four-year contract period. This is an ideal opportunity for businesses targeting growth by aligning with public sector needs and adhering to British parking association and Financial conduct authority guidelines.

## Notice

Adur and Worthing Councils are seeking expressions of interest from incumbent or Certificated Enforcement Agency providers whose head office is based in West Sussex to administer its parking enforcement debt collection for unpaid Penalty Charge Notices issued under The Traffic Management Act. It is currently estimated that this has an average annual value of around PS30,000.00 per annum, collection agents would be required to adhere to the British parking association and Financial conduct authority guidance. The contract will be let for a period of up to 4 years with an initial 2 year period followed by up to 2 further years subject to performance and Local government reorganisation. Given the nature of the service required the annual values have no minimum guarantee.
