## Summary

Cambridgeshire County Council is currently in the tender stage of its procurement process for the "Cambridgeshire County Council Connect to Work Programme." This project is part of a wider initiative funded by the Department for Work and Pensions aimed at helping individuals with health conditions, disabilities, or other employment barriers find and sustain paid work. The initiative is designed to employ a collaborative approach and is delivered across Cambridgeshire and Peterborough. The procurement process is conducted through an open procedure, with the tender closing on 4th September 2026, and the subsequent contract award will occur by 20th October 2026. The framework focuses on services within the job search, career guidance, and supported employment sectors, covering varied locations including Peterborough, Huntingdonshire, and Cambridge City.

This tender offers significant opportunities for businesses, especially those experienced in supported employment provisions such as Individual Placement and Support (IPS) and the Supported Employment Quality Framework (SEQF). It welcomes participation from both established providers and smaller voluntary or community organisations, underlining an emphasis on learning and developing supported employment models. The total framework value amounts to £10.08 million, with lots capped at six per supplier and a flexible framework style extending through to potentially 2030. Small and medium-sized enterprises (SMEs), as well as voluntary, community, and social enterprises (VCSEs), are especially encouraged to apply, providing them with a platform for growth and development in the employment services industry. Additionally, the procurement documentation highlights a strong focus on quality, ensuring that participants who meet a threshold of a 60% quality score proceed, paving the way for rigorous standards and enhanced service delivery.

## Notice

Connect to Work is a new, voluntary supported employment initiative funded by the Department for Work and Pensions (DWP). It is the first major element of the Get Britain Working Strategy and will take a collaborative, locally led approach designed to help people with health conditions, disabilities, or other barriers, find and maintain paid work. Cambridgeshire and Peterborough Combined Authority (CPCA) have appointed Cambridgeshire County Council as Prime Provider to manage the delivery across Cambridgeshire and Peterborough. Therefore, we are now seeking experienced providers to deliver the supported employment models as detailed below. Connect to Work combines two supported employment delivery models: * IPS - Individual Placement and Support IPS is an intervention which integrates employment support alongside primary and secondary health services and other support services. For more information please see the links in the specification and ITT. * SEQF - Supported Employment Quality Framework, intensive supported employment for people with learning disabilities, autism, and complex barriers. SEQF is a more intensive intervention, where in delivery terms the Participant will receive more contact and support from their Employment Specialist. For more information please see the links in the specification and the ITT As well as experienced providers of IPS and SEQF, we also encourage smaller voluntary and community organisations who want to learn and develop their own supported employment delivery to apply. We will provide full support and training to facilitate development of supported employment models to fidelity requirements.
