## Summary

The Railway Housing Association and Benefit Fund, a sub-central government public authority based in Darlington, UK, has completed the procurement process for the provision of managed IT services. The procurement, titled "The provision of managed IT services," aimed to find a managed service partner to replace their previous provider, Civica, and support their IT estate. The process followed a limited procurement method, below threshold, and has resulted in the award of a contract to ITC Service Limited, an SME located in Hebburn, UK. The contract, valued at £206,950, commenced on 30th July 2026, with an end date set for 30th September 2027. The procurement falls under the services category, specifically focusing on computer-related management and support services.

This tender presents a business growth opportunity for small and medium-sized enterprises (SMEs) specialising in IT services, particularly those providing managed IT solutions and support. The award reflects a strategic partnership aimed at ensuring IT security, compliance, and operational efficiency, with an emphasis on leveraging Microsoft 365 and transitioning to a "SaaS First" model. Businesses capable of offering cost-effective, scalable solutions suited to small organisations with similar profiles—approximately 40 staff and a turnover of around £5 million—stand to benefit significantly from this type of procurement. Such opportunities are well-suited for firms focused on providing comprehensive and adaptive IT services tailored to meet the nuanced needs of smaller public authorities.

## Notice

Following market exit by the incumbent, Civica, we are appointing a single managed service partner to support our IT estate end to end, to replace them. In summary, we need a partner who will provide reliable day-to-day support with root-cause fixes, keep us secure and compliant in a way proportionate to our size, modernise our connectivity, help us get more value from Microsoft 365, and act as a cost-conscious strategic advisor as we move towards a "SaaS First" model. The service must be deliverable and affordable for an organisation of our size, being roughly 40 staff, around PS5m turnover and around 1,620 homes, rather than an enterprise-grade build we could not justify or sustain.
