## Summary

The public procurement process led by East Staffordshire Borough Council concerns the provision of a Revenue & Benefits System. This tender falls under the 'services' category within the Information Technology Services and Software Packages sector, and is located in the United Kingdom, specifically the UKG2 region. The procurement process is at the award stage, with a status of "pending". The contract, scheduled to commence on 15th August 2026 and end on 14th August 2028, was awarded through a direct procurement method to MRI Software Limited for a gross value of £498,000. The project aims to support the council’s existing Revenue & Benefits System, ensuring service continuity before and during the Local Government Reorganisation process. The standstill period is expected to conclude by 13th August 2026.

This contract presents significant business opportunities for IT service providers focused on digital transformation and continuity planning for government systems. Companies, particularly large-scale enterprises with expertise in managing complex software installations and migrations, would find this procurement particularly beneficial. The direct award method highlights the technical reliance on MRI Software Limited due to their current system provision, suggesting that suppliers with specialised technological capabilities in public sector systems could be prime contenders for similar or future arrangements. Businesses with the capacity to facilitate seamless system transitions or enhance existing technologies may find lucrative growth potential in partnerships with governmental bodies seeking efficiency and reliability amid administrative changes.

### Procurement Information

In 2024 a tender process was undertaken with an aim of moving from the current on premises revenues and benefits system (provided by MRI), which offered limited functionality for digital access and tools, to a cloud system which provided greater digital access and functionality. The successful tenderer at the time was Civica, and since that point the council has sought to progress the migration to that system. Following a number of unsuccessful attempt/s to complete that migration (mainly linked to the complexity involved in extracting and converting significant quantities of data from the current system to a different system provided by Civica), and given the position in relation to Local Government Reorganisation (LGR) meaning that the council was unlikely to be able to have time to complete that project, the council decided in June 2026 to cease the migration and instead progress a new contract with MRI to secure the continuation of the current system for the period leading into and through the LGR process. This would ensure continuity of service and provide the new unitary authority with sufficient time to review revenues and benefits system provision and make any decisions regarding future delivery, noting that this is very much a service that needs to continue to be delivered in the run up to and following LGR and as such entering in to this new contract is an essential requirement.
