The purpose of this engagement is to: * assess market interest, capability and capacity; * understand stalking-specific intervention models and evidence-informed approaches; * test assumptions regarding referral routes, eligibility, scale, mobilisation and workforce requirements; * understand supplier approaches to victim safety, safeguarding, risk assessment and escalation; * test whether the preferred integrated single-provider model is deliverable; * identify where partnership or subcontracting arrangements may strengthen delivery; * obtain high-level indicative cost information and commercial assumptions; * support development of any final service specification, KPIs, pricing schedule, evaluation requirements and contract terms.
