## Summary

The London Borough of Newham is currently in the planning stage of a procurement process titled "SEND Short Breaks Services Market Engagement Session," targeting children's welfare and social care services. This initiative aims at reviewing and redesigning the short breaks offer for children and young people with Special Educational Needs and Disabilities (SEND). The primary procurement category is services, focusing on welfare services (CPV 85311300-5 and 85300000-2), and it is situated in London, UKI41 region. A significant event related to this process is a market engagement session scheduled on 18th August 2026. This tender falls under the Light Touch regime as governed by the Procurement Act 2023, indicating its value surpasses the threshold for such services with an estimated contract worth of £1.7 million. The contract is set to commence on 1st April 2027 and conclude by 31st March 2030, with a potential extension into 2031.

This tender signifies ample growth opportunities for businesses specialising in social work and related services, particularly those equipped to provide welfare services tailored to the needs of children and young families. Providers from varied sectors such as voluntary organisations, community service providers, and innovative small to medium enterprises would find this opportunity beneficial for expansion, given the emphasis on a tiered short breaks model that encourages inclusivity and community participation. Engaging in this procurement could help businesses gain a foothold in the public sector by aligning their services to support and enhance the well-being, independence, and integration of SEND children and young people, thus fostering a valuable contribution to societal welfare.

## Notice

London Borough of Newham is undertaking a recommissioning review of its short breaks offer for children and young people with Special Educational Needs and Disabilities (SEND). The Council is seeking to engage with current and prospective providers, voluntary and community sector organisations and other interested stakeholders to help inform the future design and procurement of short breaks services. The purpose of this engagement is to: *Share the Council's emerging commissioning intentions and service model. *Gather feedback on the proposed service structure and delivery approach. *Understand market capacity, innovation, and opportunities for collaboration. *Explore how providers can support the delivery of positive outcomes for children, young people, and their families. *Inform the development of any future procurement process. The Council is exploring a tiered short breaks model, comprising a combination of specialist and targeted provision that responds to individual needs. The model is intended to promote inclusion, independence, wellbeing, community participation, and positive outcomes for children and young people. The requirement is for children's welfare/social care services (CPV 85311300-5 and/or 85300000-2), which are classified as Light Touch Services. The estimated contract value of PS1.7m exceeds the current Light Touch threshold of PS663,540 (including VAT) and is therefore subject to the Procurement Act 2023 provisions applicable to above-threshold Light Touch Contracts.
