## Summary

The NHS South Yorkshire Integrated Care Board has completed the award stage of a procurement process for optician services titled "Optometry Local Enhanced Services 2026/27 Rotherham - Specsavers Catcliffe." This contract falls under the CPV industry classification for optician services and is part of the healthcare services sector. The contract was awarded using a limited procurement method, specifically under the Provider Selection Regime (PSR) regulations 2023, which is outside the scope of standard public contract regulations. The procurement process pertains to the region of Rotherham, within the broader UKE3 area. The awarded contract, which commences on 1st April 2026 and concludes on 31st March 2027, was given to Specsavers Optical Superstores Limited through a direct award process, ensuring continuity of local enhanced services in optometry.

This tender offers significant opportunities for businesses within the optometry sector, particularly those capable of holding a General Ophthalmic Services (GOS) contract. The interdependent nature of the Local Enhanced Services (LCS) with the GOS contract suggests that businesses already established in this field are especially well-suited to participate. Although the contract has been directly awarded, the sector itself presents lucrative prospects for optometrists proficient in handling enhanced services aligned with NHS payment schemes. The tender's focus on patient activity-based remuneration underscores the potential for growth for businesses that can efficiently manage and deliver services within the specified regulatory framework.

## Notice

The provider is commissioned to deliver locally enhanced services for the Rotherham population.

### Lot Information

Lot 1

These contracts are awarded to an existing group of providers. Although we would not restrict the number of providers who deliver these LCS services provided they meet the contract and specification criteria, the primary reason that these services can only be delivered by this group of providers (Optometrists) is because they are required to hold a General Ophthalmic Services (GOS) contract and deliver the LCS alongside these services; the LCS is designed to enhance the (GOS) contract and not stand alone, therefore, interdependency between the two services is paramount. For this reason not every Optometrist delivers every LCS.

The contract has been awarded following the direst award process B.

The value of the contract is unknown as it is based on patient activity..

The contract will run from 01/04/2026 to 31/03/2027.

This is an existing contract with an existing provider. Additional information: The contract value is unknown. The provider is paid in line with the relevant unit prices for the activity delivered in accordance with the nationally mandated NHS Payment Scheme.

### Procurement Information

This is a Provider Selection Regime (PSR) confirmation of contract award. The contract has
been awarded under the Health Care Services (Provider Selection Regime) Regulations
2023. For the avoidance of doubt , the provisions of the Public Contract Regulations 2015
do not apply to this award.
