## Summary

Leicester City Council is currently in the planning stage of a public procurement process for a Debt Resolution Service, as documented under procurement ID PAN3539. This pre-market engagement exercise aims to gather information and ascertain interest levels to develop a suitable specification for future procurement. Located in Leicester, UK, the contract focuses on collection agency services within the services industry category. Potential suppliers are invited to participate by responding to key questions and submitting pricing models by 2nd September 2026. It should be noted that this exercise is not a call for competition, but rather an opportunity to shape the forthcoming procurement process in compliance with the Procurement Act 2023, ensuring transparency and value for money. The anticipated procurement process is expected to officially begin in early 2027, with contract commencement slated for April 2027 and an estimated value of £1,000,000.

This pre-market exercise provides valuable opportunities for businesses specialising in collection agency services, particularly those capable of delivering innovative and cost-effective debt resolution solutions. Small and medium-sized enterprises (SMEs) are encouraged to partake in this engagement, offering a platform to influence procurement specifications and potentially secure a role in future tenders. Businesses that can offer comprehensive and competitive pricing models alongside scalable service delivery will be well-suited to excel in this domain. Separate future tender exercises will require suppliers to register on relevant digital procurement platforms, thus creating further streamlined opportunities for participating businesses to grow and expand within the public sector field.
